Fourteen Palestinian factions recently met in Beijing, China, and hosted the Beijing Declaration on Ending Division and Strengthening Palestinian National Unity. The fourteen Palestinian factions included Fatah, Hamas, the Popular Front for the Liberation of Palestine (PFLP), the Democratic Front for the Liberation of Palestine (DFLP), the Palestinian People’s Party (PPP) and other groups affiliated with the Palestinian Liberation Organization (PLO). According to foreign ministry spokesperson Mao Ning, “the Beijing talks demonstrated a positive and constructive spirit, and agree to realize national unity among all factions under the framework of the Palestine Liberation Organization.” The agreement also “stipulates that the PLO is the sole legitimate representative of the Palestinian people,” according to Chinese Foreign Minister Wang Yi.
The Beijing Declaration addressed the immediate needs inside Gaza and reaffirmed the 2016 UN Security Council Resolution 2334. Resolution 2334 condemned “all measures aimed at altering the demographic composition, character and status of the Palestinian Territory occupied [by Israel] since 1967, including East Jerusalem [referred to as Al-Quds in the Declaration].” The creation of Israeli settlements in Palestine threatens any possibility of lasting peace. Settlement activity constituted the single biggest threat to peace, and has led to violence against the indigenous Palestinian People.
Starting with a lasting ceasefire, People’s China has laid out a three-step plan, which includes addressing immediate issues inside Gaza, and the lifting of the siege to deliver humanitarian aid. The three-step initiative outlined in the Declaration is as follows:
“The first step is to promote a comprehensive, lasting and sustainable ceasefire in the Gaza Strip as soon as possible and ensure humanitarian assistance and relief access. The international community should further unite on the issue of ceasefire.
The second step is to uphold the principle of ‘Palestinians governing Palestine’ and work together to promote post-war governance in Gaza. Gaza is an inseparable and integral part of Palestine, and restarting post-conflict reconstruction as soon as possible is an urgent priority.
The third step is to promote Palestine to become a full member of the United Nations and begin to implement the two-State solution. It is important to support the convening of a broad-based, more authoritative, and more effective international peace conference to work out a timetable and road map for the two-State solution.”
This two-state solution is, and always has been, the position of the International Communist Movement and the Party of Communists USA.
Chinese Foreign Minister Wang Yi urged the international community to cooperate to put an end to hostilities and establish an immediate ceasefire. Wang Yi stated that there needs to be support for “Palestinian factions in establishing an interim national consensus government and realizing effective management of Gaza and the West Bank.”
The Palestinians themselves are calling for a state of their own within the context of a two-state solution. All other views of Western petty-bourgeois radical leftists have been rejected. The Communist Party of China has been instrumental in uniting Palestinians in the direction of creating an independent Palestinian State.
The Palestinian endorsement of the Beijing Declaration has vindicated the historical Communist position as being correct.
